Issue:  If a table only has default values (no table criteria/rows) and uses a Filter Rule, the table will always be skipped.  The Filter Rule will always evaluate to False and therefore the table will never be set to the default value.


Workaround:  Adding criteria to the table will allow the Filter Rule to be applied correctly and the table will be set to a value.  To emulate a default value, add a single criteria to the table (wildcarded) and add a row for the value.


This issue was first noticed in Insbridge 5.5.  It may be fixed in a later release or hot fix.
